Rusty window hinge

We rarely use this window. When I opened recently, I noticed this rust, broken screw head. Need to understand why this is rusted and how I fix this. I thought it may just need a new screw but the bit in the corner isnt pulling the window in and hence, there’s always a gap in the bottom right corner.

The window on the other side is absolutely fine.

Can you please advise.

The hinges themselves haven't rusted because they're stainless but clearly the screws weren't, maybe just plated steel and the plating has failed

Ah yes. I see what you mean.
Is it normal for water to collect in this area of the window or does this indicate a fault?

Where can I get a replacement hinge and are they a standard size?

Yes but measure yours first as my 400mm is an educated guess, the stack height is also a measurement you ideally need, 13mm or 17mm but 4mm spacers are available
 
When I'm out next changing some friction hinges I'm going to take some photos and a do a descriptive step by step in how to position them freehand without a jig

Thanks. I've seen a few YouTube videos and will give it a go. Wish it was ground floor as opposed to the first floor. Will move my car, just in case!
I was going to get the hinges from Screwfix, unless you advise a different type.
