Patio land drain discovery.

I have just started excavating part of my lawn for a patio and have discovered a manually perforated grey plastic pipe that leads into the side of the main brick built surface water manhole. I'm guessing first of all that this breaks every regulation in the book, if so how do I remediate this? Is there a particular type of engineering brick and cement required for this or other methods I could consider?

If the manhole is just surface water it's not a reg. breaker. AFAIK
 
Thanks Nige. On further inspection I found that the soil waist also flows into this from another inspection hole so I contacted an architect friend who suggested I remove the pipe and replace the hole with a brick and 1 to 4 cement mix. Thanks again.
