How to solve these damp problems and put my room back together?

Had to rip out the vestibule and timber floor due to it all being rotten and damp, but I don't know how to put everything back together. There is moisture coming from under the door as ground levels are quite high, I don't even think the wall under the door can be re-built because of the pipe. There is also moisture coming from the air-bricks from next door (mid terrace house) or It might be rising up from gaps in the foundation, I don't know how they're built. When building a row of terraces - do they build one continuous foundation or are they built individually? If individually then I guess It could be rising up through the gaps or something. Either way I probably can't do anything about It. It does have a bitumen DPC and I have removed the cavity wall insulation which was blocking the vents, so I think I can probably put the floor down without worrying about the damp too much. The joists were probably rotten because they weren't wrapped properly, they were just wrapped with plastic. My plan Is to re-lay them on sub-walls instead of inserting them into the brickwork. I have no idea how to fix the utility closet and the door frame and I'm afraid of how much It will cost If I get a professional to sort It, they keep trying to rip me off. I would really appreciate any help or advice anyone can offer, The room has been like this for a while now and I'm getting a bit sick of It.

Pay for a damp survey with a spec to put things right.
Then decide how to proceed.

Pick a recommended company as some I've come across have been poor with advice.
 
Avoid anyone who sells silicone injections.

If the water is in one particular place, the source might be a leak from a drain, downpipe or waterpipe. I don't see any pipes indoors. Please show us the outside. In a terrace the leak can be next door, such as a radiator pipe. The thing under the door looks to me like a mains electricity supply, with a steel bandage wrapped round it in a spiral as flexible armour. There should be a bitumen layer as well. Steel water pipe does not bend like that.

If the ground level is too high it needs to be reduced. When the house was built, the dpc would have been at least six inches above ground level.
 
Thanks for the reply's! I have only just noticed, sorry. I have had quite a few damp proofers round but they all seem like grifters, some of them don't even have building experience and are just sales people. One girl who came round, very pretty, told me she was an expert on damp because she did a week long damp course which cost her £1000 - all she did was tell me I needed a new DPC injection on every wall and tried to sell me some little plastic gadget for £450. That is an electricity pipe going under the door. It's an old house (1920's) so the pipe was obviously fitted after the house was built. My gas pipe is also looking a bit corroded due to water saturation. There's definitely issues next door but I think he's fixing It, he's trying to sell It and I can sometimes here him doing work on It, but maybe the water next door is coming from under the door like mine. Maybe they interfered with the structural integrity of these houses when they fitted the electricity pipes under the door, I'm assuming everyone else's Is probably the same. I don't have a front yard, my house Is on the street so can't do anything about ground levels. I'll post some more pictures tomorrow, thanks again for the reply's, your knowledge and advice is much appreciated.

The water source is definitely not a leak as it only appears when it rains.

Take some wider pics of the whole wall

Include the top of the portal including the detailing for shedding rain

And the roof, gutter and downpipes above

And the drains or gullies they discharge into

And any bay or oriel windows or other protrusions

Pour some water on the paving, does it run towards the house or away?

Where is the DPC?

Do not allow anyone near your house who sells silicone injections.
