converting cellar to understairs cupboard

I recently viewed a house in which the owner had done the above and I thought it a good idea. Despite adding airbricks to improve ventillation, our cellar is pretty damp and unpleasant - to the extent that I avoid going in there even just to get stuff out that's been stored. we tend to put stuff in there and then forget about it; if we do remember it and husband goes in to get it, it's inevitably been damaged by damp.

So how much would it cost to put a floor and basically make it into a cupboard? my main concern would be ventillation - is it safe to close off a cellar in this way?

Would not cost a great deal to drop in a few timbers to support a ply floor but as you mention its very important to keep the cellar ventilated.
