Porcelain Tiled Patio laid wrongly by builder

I have a 3.5 x 5m patio laid by our builders, which we have just taken the protective cover off. Another tradesman said the patio tiles have been wrongly laid as there are just fat blobs of yellow gunge on the corners, and a layer of gunge hasn't been spread for the tiles to bed onto. The tiles haven't been grouted between.

Any idea if this can be fixed? One tile is broken already.

Do you mean mortar? Sand? Expanding foam?

Is it on a crushed stone base? Did you see it being dug out, prepared and laid?

Is it on a slope so rain runs off away from the house, and mud does not run onto it?
