We live in a 3 storey 1960's ex-council property with a ? concrete floor covered in rigid plastic tiles. The previous owners had the top floor fully carpeted, whereas we have pulled this up and intend to fit laminate flooring.
The laminate we have bought is 12mm thick with a 5mm sound proofing underlay (but no built in damp proof membrane).
We have spoke to 2 fitters. The first said that he feels a DPM is unnecessary above the ground floor unless there is a history of damp problems. The second said that DPM is needed on all concrete floors, even if if you are laying laminate on the top floor of a tower block.
Whose right?
