More likely hubris, like the Polish guy a few years back, who leaned on the crew to approach in ****e conditions. I was once present when a fairly junior pilot on 230 Sqn, when pressed to press on, told an Air Commodore, "With respect Sir, I am the captain of this aircraft, and I will decide when the weather is ok." Can't get away with that in totalitarian states.

Iran doesn't have a very good record when it comes to aviation. American sanctions has weakened its air force.

Been in the planning for a long time. When the weather forecast is right then it's go go go.

Weather can be controlled.
 
Its all a conspiracy theory too far, age, maintenance - and “superior orders” - as cg points out, more likely imo. But we’ll see, or will we?
