Flooring before pipework in?

Hello! Looking for advice on whether i can get on with flooring before pipework goes in? It's an upstairs loft conversion with valves in picture ready for upstairs heating loop to go in. Can i press ahead with flooring the whole space? If so, where does the pipe work go - architect has specified a service void between insulation and plasterboard - assume it will go through there? And i would ask my architect and plumber but neither can communicate it seems.

can you not just fit flooring so its all sized, just don't lock it down so it can be lifted when wet work is to happen? I wouldn't chance final fitting it till the pipework is above the floor level.
